Autoridade Nacional do Petroleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 27/2019, of 27th August, , 2nd  amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petroleo, responsible of managing and regulating petroleum mining activities in Timor-Leste area, both offshore and onshore and in the Greater Sunrise Special Regime in accordance with the Decree Law on the establisment of the ANPM, the Timor-Leste Petroleum Activities Law, the Maritime Boundary Treaty (MBT) and the Mining Code. Currently the ANPM is seeking three (3) qualified Timorese for position:

  1. Manager Petroleum Exploration Geoscience & Cartography (1 position)

Task:

  • Manage the Petroleum Exploration Geosciences & Cartography Department within the Exploration, Research Innovation and Acreage Promotions Directorate;
  • Lead and manage all the staffs within Petroleum Exploration Geosciences & Cartography Department under the Director of Exploration, Research Innovations and Acreage Promotions Directorate;
  • Coordinate, Managed and lead the team within the department to conduct in house prospective studies and relevant G&G studies both in mature area and new frontier areas for the purpose for Hydro-Carbon potential promotions in collaborations with the Research and Innovation development department;
  • Initiate, coordinate, manage and lead the team members within the department to carry out technical evaluations for the ongoing explorations activities and the active productions fields under the guidance and the directions of the director;
  • Initiate, coordinate and lead the technical evaluations to all the technical reports, and technical information supplied by the companies;Etc.

 Education:

  • Minimum of Master Degree in the field of Geosciences or Geological, Petroleum Geology, Petroleum Geoscience Engineering.

Essential Criteria: 

  • Three to five years of broad experience in offshore/onshore oil and gas Exploration and Production Industry any Research Institutions  with focus on Petroleum Explorations related fields;
  • Good knowledge on the standard petroleum industry standard seismic data interpretation and geomodelling software such as Kingdoms, Petrel, Landmark, and well loggings software;
  • Experience in a technically complex and best practice regulatory work environment;
  • Working experience with quality and HSE procedures and practices in the oil and gas industry;
  • Good understanding of issues and sensitivities in a multicultural working environment;
  • Ability to show potential leadership and management skills;
  • Fluency in English (writing, reading, specking and listening);
  • Timor-Leste National.                                                                                                                                                                     
  1. Offshore Exploration Project Coordination Officer (1 position)

 Task:

  • As the ANPM main focal point for all the offshore explorations PSCs projects under the supervision of the Manager Petroleum for Exploration Project Management & Acreage Promotions;
  • Responsible for ensuring the Operators’ submission of each Offshore Explorations PSC’s Annual Work Programs and Budget on timely manner;
  • Ensure securing the ANPM Management approvals to each the submitted of the Offshore PSCs annual work programs and budgets;
  • Ensure each of the operator and its Joint Ventures to submit all the relevant applications as required under applicable legislation and the PSCs for the ANPM approvals;
  • Ensure securing the ANPM management approvals to all submitted applications for the authorisations for the offshore explorations petroleum operations;Etc.

 Education:

  • Hold Bachelor degree in Equivalent Geosciences degree (with some good knowledge and experiences in project management or project coordinator is desirable).

Essential Criteria: 

  • Have two years experiences coordinating and managing various field project implementation;
  • Has experiences and good skills in organizing meeting, taking minutes and managing documents;
  • Timor-Leste Nationals;
  • Demonstrating ability to coordinate multiple tasks and able to work under pressure and outside of office hours when required;
  • Have a basic knowledge on PSC regimes specially Offshore exploration;
  • Good understanding of issues and sensitivities in a multicultural working environment;
  • Good knowledge of English Language communication skills (Writing, Listening, Speaking, Reading and Writing).
  1. Onshore Exploration Project Coordination Officer (1 position)

 Task:

  • As the ANPM main focal point for the onshore explorations activities under the supervision of the manager Petroleum for Exploration Projects Management & Acreage Promotion;
  • To ensure each of the onshore explorations PSCs operator to submit annual work program and budget on timely manner for the ANPM approval;
  • To ensure ANPM management team provide feedbacks and inputs and or approval to each of the submitted annual works programs and budget submitted on timely manner;
  • To ensure the onshore explorations PSCs’ operator to submit relevant applications for the ANPM authorisation for petroleum operations under the requirement of the applicable legislations and the PSC requirement;
  • To ensure the all the relevant ANPM management team, and relevant Directorate to approvals to each of the relevant applications submitted by the operators for the ANPM authorisation for the onshore petroleum operations;Etc.

 Education:

  • Hold Bachelor degree in Geological and Geological Engineering and or Equivalent Geosciences degree (with good knowledge and experiences in project management and project coordinations).

Essential Criteria: 

  • Have two years experiences coordinating and managing various field project implementation;
  • Has skills in organizing meeting, taking minutes and managing documents;
  • Timor-Leste Nationals;
  • Demonstrating ability to coordinate multiple tasks and able to work under pressure and outside of office hours when required;
  • Have a basic knowledge on PSC regimes specially Onshore exploration;
  • Good understanding of issues and sensitivities in a multicultural working environment;
  • Good Knowledge in English Language communication skills (writing, listening, speaking and readings).
