Vacancy Notice – 2 Positions

Autoridade Nacional do Petroleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 27/2019, of 27th August, , 2nd  amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petroleo, responsible of managing and regulating petroleum mining activities in Timor-Leste area, both offshore and onshore and in the Greater Sunrise Special Regime in accordance with the Decree Law on the establisment of the ANPM, the Timor-Leste Petroleum Activities Law, the Maritime Boundary Treaty (MBT) and the Mining Code. Currently the ANPM is seeking two (2) qualified Timorese for position:

1. Training Development Officer (1 position)


  • Coordinate with relevant directors, supervisors or managers to carry out  any learning and development  activities for competency development purposes;
  • Develop related  learning and development procedures and review them as necessary in order to facilitate sound learning and development matters;
  • Coordinate with relevant supervisors or managers and Competency Development Officer to evaluate the results of competency learning development through courses attended for the competency learning evaluation phases;
  • Coordinate and support individual of staff in learning and development  plans; and advising relevant supervisors in providing assistance / counselling on collective and individual learnings when required;
  • Assist Training Manager to develop an annual learning and development activities budget;
  • Manage the administration of the ANPM Certificate in Business Skills (CBS) program, including delivery of some modules of CBS to new employees, and to GIP interns; Etc.


  • Tertiary Qualification in Human Resources Development, Business Administration, Psychology, Education and Training, or/and Management.

Essential Criteria: 

  • Timorese Nationality;
  • Three years experiences in Human Resource or/and Education and training roles;
  • Current qualification in Certificate IV in Training and Assessment;
  • Good knowledge of Training and Education issues;
  • Ability to design and deliver a training;
  • Ability to communicate fluently in English (writing, listening, speaking, and reading);
  • A high degree of self-motivation, ability to prioritise work and set targets;
  • Proficient in the use of the Microsoft office, PowerPoint, Excel and Lotus Notes.


2. Procurement Sourcing Assistant (1 position)


  • Under the guidance and supervision of the Procurement Manager and Procurement Sourcing Officer, provides procurement services and ensuring high quality and accuracy of the work;
  • Promotes a client quality, and results-oriented approach in the Unit;
  • In the absence of the Procurement Sourcing Officer, work directly in organizing and conduct procurement sourcing activities such as open tender box, bid server after closing date of advertisement, issue “Good Receive Note” when receiving goods from the vendors, etc.;
  • Work closely with the ANPM staffs and stakeholders to perform the policies and procedures in place;
  • Contact and liaise with local and overseas newspaper agency from the request made by ANPM staffs related to vacancy notice, tender, and/or information to be posted in media;Etc.


  • Have a Tertiary qualification in Economic Management, Business Administration, Supply Chain, Commerce, and Accounting.

Essential Criteria: 

  • At least two years working experiences in administration and purchasing matters;
  • Timorese Nationality;
  • Ability to communicate fluently in English (writing, speaking, listening and reading);
  • A high degree of self-motivation, ability to prioritise work and set targets;
  • Ability to work independently and within the team;
  • Proficient in the use of the Microsoft office programs and Outlook.
