Vacancy Notice

Autoridade Nacional do Petroleo e Minerais (ANPM) is Timor-Leste public institution, created under Decree Law No. 1/2016 of 9th February, 1st amendment of Decree-Law No. 20/2008 of 19th June, on the Autoridade Nacional do Petroleo, responsible of managing and regulating petroleum mining activities in Timor-Leste area, both offshore and onshore and in the Joint Petroleum Development Area (JPDA) in accordance with the Decree Law on the establisment of the ANPM, the Timor-Leste Petroleum Activities Law, the Timor Sea Treaty and the Mining Code. Currently the ANPM is seeking six (6) qualified Timorese for positions:

  1. Director Mineral, 1 position

Task:

  • Ensure the development and implementation of the Directorate’s strategic plan by setting up objectives and deliveries to be incorporated into the ANPM’s plan;
  • Ensure development of associated regulations and guidelines for effective and efficient implementation of the Mining Code;
  • Ensure effective coordination with relevant government entities, industry and public to streamline processes and facilitate administration of the mineral sector in Timor-Leste;

Education:

  • Must hold a master degree with Technical Qualification in the area of Geology, Geoscience or Mining; (Note: Applicants from other discipline may be considered, provided that they have more than 5 years experience working in the Geology, Geoscience or Mining sector).

Essential Criteria: 

  • At least 3 years working experience in management and in the area of exploration and exploitation  mineral resources;
  • Timorese Nationality;
  • High level of English Language communication skills – speaking, listening, reading and writing;
  • High level of personal initiative, awareness and adaptability;
  • High degree of self motivation, ability to prioritise work and meet deadlines;
  • Strong team player and able to work well with team, as well as independently;
  • Good Knowledge of Microsoft Windows XP, Microsoft Office and Lotus Notes Software and GIS software.

  1. Manager – Information, Communication and Technology, 1 position

Task:

  • Develop, update and implement ISMS policies and procedures including other business requirement documentation according the ISO 27001 requirements;
  • Develop and implement IT operational procedures to manage and administer IT infrastructure and business services;
  • Develop and implement IT outsourced services plan and ensure the third party vendor meet the organization standard and needs including proper risk assessment;

Education:

  • Tertiary Qualification in Information, Communication and Technology.

Essential Criteria: 

  • At least 5 years of ICT experience including network management and 2 years in management level;
  • Experience with Windows, Linux, Cisco or similar system;
  • Experience with satellite communications;
  • Experience with PABX systems;
  • Experience with VoIP system;
  • Experiences in IT Office security;
  • Fluency in English (writing, reading, speaking, and listening);
  • Timor-Leste National;
  • Ability to coordinate multiple tasks and deal with multiple demands in an efficient manner;
  • A high degree of self-motivation, ability to prioritise work and set targets;
  • Demonstrated commitment to teamwork;
  • Good understanding of sensitivities in a multi-cultural working environment.

  1. Manager – Finance Fiscal Assurance, 1 position

Task:

  • Establish and maintain appropriate checklist, review procedures and processes for JPDA and Timor- Leste Offshore area operators PSC Returns expenditure, claims and uplift calculations;
  • Establish and maintain appropriate monthly, Quarterly and annual review on operator’s budget and actual cost including Authorization for Expenditure, it’s checklist and procedures to ensure operators adherence with regulatory requirements;
  • Establish and maintain appropriate audit planning, procedure and program and lead the audit team to carry out audit to the JPDA and Timor-Leste Offshore operators’ PSC Returns and Accounts;

Education:

  • University degree in Accounting;

Essential Criteria: 

  • At least 5 years experience in an Accounting position, preferably within an auditing environment;
  • Experience in:

a) Strong understanding in oil and gas accounting framework.

b) International Financial Reporting and Accounting standards.

c) Multicurrency transacting and reporting.

d) Computer based accounting systems.

e) Supervision and training of staff.

f) 2 years in management level.

  • Ability to communicate at the highest level with industry professionals;
  • Ability to communicate fluently in English (writing, speaking, reading and verbal);
  • Experience in working with people from different cultures and a good understanding of cultural sensitivities.
  • A high degree of self motivation, ability to prioritise work, set targets and work unsupervised for extended periods;
  • Proficient in the use of the Microsoft Office and Lotus Notes.

  1. Geotechnical Engineering Officer, 1 position

Task:

  • Assess geotechnical related plans and designs prepared by mining and quarry companies based on applicable standards and good industry practice;
  • Prepare and communicate geotechnical assessment results with mine and quarry companies (more details refer to PD).

Education:

  • Must hold a University Degree with a technical qualification in Geotechnical Engineering and Geological Engineering.

Essential Criteria: 

  • At least 1 year in working experience in the area of geotechnical;
  • Timorese Nationality and holding a valid and proper Timorese citizen ID;
  • Able to show a good understanding in mining and quarry development;
  • Sufficient level English language communication skills – Speaking, Listening, Reading and Writing;
  • High level of personal initiative, awareness, and adaptability;
  • High degree of self motivation, ability to priorities work and meet deadlines;
  • Strong team player and able to work well with team as well as independently;
  • Good knowledge of Windows XP, Microsoft Office and Lotus Note Software.

  1. Health and Safety Officer, 1 position

Task:

  • Monitoring the HSE performance of companies involved in oil and gas operations and related activities in the JPDA and potentially onshore & offshore Timor-Leste and, where necessary, enforcing the relevant laws;
  • Assess and review Safety Case, bridging documents, and other HSE related documents;
  • Perform HSE Inspection of offshore & onshore operations and investigating incidents which will involve extensive travel;

Education:

  • Tertiary qualification in Health & Safety, or safety engineering, industrial engineering, chemical engineering, mechanical engineering.

Essential Criteria: 

  • At least 2 years working experience in the Health, Safety and Environmental sector;
  • Timor-Leste Nationality;
  • Highly motivated individual and have a keen interest in HSE and in oil and gas;
  • Be medically fit and able to complete Basic Offshore Survival Course including Underwater Escape Training (HUET) and work offshore and in field;
  • Have an International English Language System score above 6.00 or an equivalent qualification;
  • High level communication skills including written and verbal;
  • Proficiency in: Microsoft Windows XP, Microsoft Office and Lotus Notes software.

  1. Mineral Exploration Geophysics Assistant, 1 position

Task:

  • Directly support and assist the Manager of Exploration and Exploitation to identify, assess, quantify and qualify mineral deposits;
  • Compile, interpret and integrate geophysical and geological data for prospect generation and potential mining blocks evaluation;

Education:

  • Must hold a University Degree with a technical qualification in Geophysics.

Essential Criteria: 

  • New gradutes with minimun experiences in the areas of Mineral Exploration and Explotation
  • Timorese Nationality and holding a valid and proper Timorese citizen ID;
  • Experience and knowledge in working with Geophysical tools;
  • Sufficient level English language communication skills – Speaking, Listening, Reading and Writing
  • High level of personal initiative, awareness, and adaptability
  • High degree of self motivation, ability to priorities work and meet deadlines;
  • Strong team player and able to work well with team as well as independently;
  • Good knowledge of Windows XP, Microsoft Office and Lotus Note Software.
